行政院長張善政今天表示，「不能說甘比亞與我們斷交兩年多就可以建交」，這個說法，他不能接受。
張善政上午在立法院議場外受訪表示，即便對岸說甘比亞已經與台灣斷交兩年多，與甘比亞建交這個動作，與台灣有邦交的國家還是有「暗示」與「引導」的用意，「不能說甘比亞與我們斷交兩年多就可以建交」，這個說法，他不能接受。
被詢及暗示是何種意思？他說，就是有邦交的國家以為可以循甘比亞模式先斷交、休息一兩年再建交，好像就沒有責任，不是這個意思、不能這樣講。
記者問中國大陸與甘比亞建交是否施壓總統當選人蔡英文？張善政說，對方心裡怎麼想無法判斷。
談到總統馬英九正出訪邦交國，對岸宣布與甘比亞建交是否會造成訊息誤判？張善政說，雖然在國外溝通管道還是很順暢，昨天也與在國外的外交部官員通電話談這件事情，政府應變機制與總統在國內或國外沒有關係，但是，時機上挑總統在國外的確給人家不好的想法。
日前美國華府智庫學者專家訪台團卜睿哲等人拜會行政院是否有談及此事？張善政說，卜睿哲有問台灣對甘比亞這個國家怎麼看？那時候沒有接到對岸資訊要與甘比亞建交，他當時回說「操控權已經不在我們手上」。
